 Is Smoking weed a crime

Yes it is, but unless it was a federal park that you were smoking in it will be handled by local police in State Court.

Most things that are crimes are both State and Federal crimes, the difference has to do with jurisdiction, not the severity of the crime. Its not like serious crimes are Federal crimes and less serious crimes are State crimes. Just about anything can be prosecuted in either State or Federal court, but it will only be Federal if it involves Federal Jurisdiction (a crime that involved crossing State lines, occurred on Federal land, involved defrauding a federal agency or program, or involved a crime against a Federal agent conducting official business).
